[00:00.00]International investigators say Malaysia Airlines flight MH17 [00:06.43]was shot down last year by a Russian-made missile. [00:11.25]The airplane crashed in eastern Ukraine on July 17, 2014. [00:18.02]All 298 passengers and crew were killed. [00:23.14]Dutch officials announced the investigation findings Tuesday [00:28.43]in the Dutch capital, The Hague. [00:30.83]The Dutch Safety Board led the investigation. [00:34.62]Its chairman, Tjibbe Joustra, spoke to family members and media. [00:41.29]He said the plane was hit by pieces from a missile explosion. [00:46.73]He said the missile was fired from the ground. [00:50.94]He also said the plane broke apart while still in the air. [00:56.56]He said Ukraine was responsible for not closing its airspace. [01:02.58]Russian-backed rebels and Ukrainian forces [01:06.14]were fighting below the flight path. [01:08.74]"Nobody considered the possibility [01:12.25]that civil aircraft at cruising altitude was at risk," he said. [01:17.92]Mr. Joustra said nations in armed conflict [01:22.65]should put more effort into the safety of their airspace. [01:26.99]He said flight operators [01:29.47]should be transparent about the flight path they choose. [01:33.78]The majority of passengers were Dutch. [01:37.18]But citizens of Australia, Belgium, Malaysia and Ukraine were also on board. [01:44.67]Representatives from those countries were part of the investigation. [01:50.51]The plane was flying from Amsterdam to Kuala Lumpur. [01:55.56]The investigators did not assign blame for the crash. [02:00.38]Western nations have accused Russia-backed rebels [02:04.98]of mistaking the plane for a military aircraft and shooting it down. [02:10.14]Russia has denied responsibility. [02:13.79]The government's missile manufacturer also investigated the incident. [02:19.70]It says the missile was an old model no longer used by the Russian military.
